Liu Xinghua, female, Han ethnicity, was born in October 1973, a native of Hengnan, Hunan. She is a member of the Communist Party of China, with a college degree and a Master of Public Administration degree. She is currently a member of the Party Committee and the secretary of the Commission for Discipline Inspection of the University of South China, the supervision commissioner of the Hunan Provincial Supervision Commission stationed at the University of South China, and a second-level senior supervision official.

She has successively served as the deputy director of the Office of the Hunan Provincial Bureau of Quality and Technical Supervision, the researcher of the Personnel Department, the director of the Science and Technology Department, the deputy head of the Discipline Inspection Team of the Hunan Provincial Commission for Discipline Inspection and Supervision stationed at the Provincial Administration for Industry and Commerce, and the deputy head of the Discipline Inspection and Supervision Team of the Hunan Provincial Commission for Discipline Inspection and Supervision stationed at the Provincial Market Supervision Bureau. In 2019, she participated in the second batch of work teams of the Hunan Provincial Commission for Discipline Inspection and Supervision to assist the Xinjiang Production and Construction Corps Commission for Discipline Inspection and Supervision. She served on a temporary post as the deputy director of the Organization Department of the Corps Commission for Discipline Inspection and Supervision (at the level of a full director and in charge of the work), and the deputy head of the Discipline Inspection Team of the Corps Commission for Discipline Inspection stationed at the Organization Department of the Corps Party Committee (in charge of the work).

In 2008, she was awarded the first-class merit by the People's Government of Hunan Province and the Hunan Provincial Department of Personnel. In 2011, she was awarded the third-class merit by the Hunan Provincial Department of Human Resources and Social Security and the Research Office of the People's Government of Hunan Province. In 2020, she was rated as an outstanding cadre and talent for assisting Xinjiang in the ninth batch by the Party Committee and the Corps of the Xinjiang Production and Construction Corps and was awarded the second-class merit.
