On the morning of December 16, the signing ceremony for deepening strategic cooperation between the Hengyang Municipal People's Government and University of South China was held in the Municipal Party Committee Standing Committee Meeting Room. Zhu Jian, Secretary of the Hengyang Municipal Party Committee, and Xia Kun, President of University of South China, delivered speeches and witnessed the signing. The ceremony was presided over by Chen Peng, Deputy Secretary of the Municipal Party Committee. Municipal leaders Yu Xinfan, Hu Guoxiong, and Xie Hong, along with university leaders Wang Lihua, Chen Liezun, and Zhou Qingzhi, attended the event.At the event, both parties signed the "Framework Agreement on Deepening Strategic Cooperation between the People's Government of Hengyang City and University of South China".

In his address, Zhu Jian stated that at this crucial juncture of jointly studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the Ninth Plenary Session of the 12th Provincial Party Committee, and as Hengyang approaches the successful conclusion of its 14th Five-Year Plan and embarks on the strategic planning of its 15th Five-Year Plan, the deepening of strategic cooperation between the two parties represents a concrete manifestation of advancing the integrated reform of education, science and technology, and talent development through pragmatic measures. It also constitutes a specific action to implement the provincial Party committee and government's requirements for deepening university-local cooperation. University of South China has taken root in Hengyang for sixty-seven years, developing distinctive strengths in nuclear science, medical education, and environmental protection.In recent years, the university has achieved remarkable progress in discipline development, research capabilities, and teaching standards, becoming a shining emblem of higher education in Hengyang. The city will integrate technological and industrial innovation to propel University of South China toward inclusion in the national "Double First-Class" initiative. Adhering to the principles of joint construction, shared benefits, and mutual prosperity, Hengyang pledges to fulfill the agreement with utmost sincerity, optimal policies, favorable conditions, and concrete actions to advance mutually beneficial outcomes.We hope University of South China will continue to support and participate in Hengyang's development, making new and greater contributions to building Hengyang into a higher-level, greater-capacity national key regional city and a sub-center city within the province.
In his address, Xia Kun stated that University of South China's growth has always been in step with Hengyang's development, sharing its fortunes and challenges. Every leap forward has been made possible by the strong support of the Hengyang Municipal Party Committee and Municipal Government. This collaboration represents a concrete action by both the university and the city to implement the guiding principles from General Secretary Xi Jinping's important speech during his inspection in Hunan. It is also a pragmatic measure to fulfill the provincial Party committee and government's arrangements for the integrated development of education, science and technology, and talent.University of South China will leverage its disciplinary strengths to address Hengyang's industrial needs under the "One Core, Two Power, Three Colors, Four New" strategy. By focusing on the "Double First-Class" initiative, the university will drive breakthroughs in key disciplines, transforming the Higher Innovation Research Institute and the School of Metrology into new platforms empowering Hengyang's industries.
